ឯកឧត្តម សុខ សូកេន រដ្ឋមន្រ្តីក្រសួងអធិការកិច្ច បានអញ្ជើញចូលរួមក្នុងពិធីបិទសន្និបាតបូកសរុបលទ្ធផលការងារឆ្នាំ២០២៤ និងលើកទិសដៅការងារឆ្នាំ២០២៥ របស់ក្រសួងអធិការកិច្ច ក្រោមអធិបតីភាពរបស់ ឯកឧត្តម វង្សី វិស្សុត ឧបនាយករដ្ឋមន្រ្តីប្រចាំការ រដ្ឋមន្រ្តីទទួលបន្ទុកទីស្តីការគណៈរដ្ឋមន្រ្តី ជាតំណាងដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា ដោយមានការអញ្ជើញចូលរួមពីឯកឧត្តមរដ្ឋមន្រ្តីតំណាងក្រសួង-ស្ថាប័ន ឯកឧត្តមប្រធាននិងអនុប្រធានគណៈកម្មការទី១នៃរដ្ឋសភា ឯកឧត្តម លោកជំទាវ ដែលជាថ្នាក់ដឹកនាំ និងមន្ត្រីរាជការនៃក្រសួងអធិការកិច្ច រដ្ឋបាល រាជធានី-ខេត្ត និងឯកឧត្តមអគ្គរាជទូត/រដ្ឋទូត តំណាងអង្គទូត និងអង្គការអន្តរជាតិនានាប្រមាណជាង ៧០០ នាក់ នៅសណ្ឋាគាររ៉េស៊ីដង់សុខាភ្នំពេញ។
រាជធានីភ្នំពេញ ថ្ងៃទី០៩ ខែឧសភា ឆ្នាំ២០២៥ – ឯកឧត្តម សុខ សូកេន រដ្ឋមន្រ្តីក្រសួងអធិការកិច្ច បានអញ្ជើញចូលរួមក្នុងពិធីបិទសន្និបាតបូកសរុបលទ្ធផលការងារឆ្នាំ២០២៤ និងលើកទិសដៅការងារឆ្នាំ២០២៥ របស់ក្រសួងអធិការកិច្ច ក្រោមអធិបតីភាពរបស់ ឯកឧត្តម វង្សី វិស្សុត ឧបនាយករដ្ឋមន្រ្តីប្រចាំការ រដ្ឋមន្រ្តីទទួលបន្ទុកទីស្តីការគណៈរដ្ឋមន្រ្តី ជាតំណាងដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា ដោយមានការអញ្ជើញចូលរួមពីឯកឧត្តមរដ្ឋមន្រ្តីតំណាងក្រសួង-ស្ថាប័ន ឯកឧត្តមប្រធាននិងអនុប្រធានគណៈកម្មការទី១នៃរដ្ឋសភា ឯកឧត្តម លោកជំទាវ ដែលជាថ្នាក់ដឹកនាំ និងមន្ត្រីរាជការនៃក្រសួងអធិការកិច្ច រដ្ឋបាល រាជធានី-ខេត្ត និងឯកឧត្តមអគ្គរាជទូត/រដ្ឋទូត តំណាងអង្គទូត និងអង្គការអន្តរជាតិនានាប្រមាណជាង ៧០០ នាក់ នៅសណ្ឋាគាររ៉េស៊ីដង់សុខាភ្នំពេញ។
ឯកឧត្តមរដ្ឋមន្រ្តី បានធ្វើរបាយការណ៍បូកសរុបលទ្ធផលនៃអង្គសន្និបាតរយៈពេលមួយថ្លៃកន្លះដែលទទួលបានលទ្ធផលគួរជាទីមោទនៈ តាមរយៈកិច្ចពិភាក្សា ការធ្វើបទបង្ហាញ និងបទអន្តរាគមន៍ពីសំណាក់ថ្នាក់ដឹកនាំក្រសួងនិងវាគ្មិនសំខាន់ៗជាច្រើន។ ឆ្លៀតក្នុងឱកាសនោះដែរ ឯកឧត្តមរដ្ឋមន្ត្រីបានសម្ដែងនូវការគោរពដឹងគុណជូនចំពោះថ្នាក់ដឹកនាំគ្រប់ជំនាន់ដែលបានចូលរួមចំណែកយ៉ាងធំធេងក្នុងវិស័យអធិការកិច្ចនាពេលកន្លងមក ជាពិសេស សម្តេចកិត្តិសង្គហបណ្ឌិត ម៉ែន សំអន ឧត្តមប្រឹក្សាផ្ទាល់ព្រះមហាក្សត្រ អតីតឧបនាយករដ្ឋមន្រ្តី និងជារដ្ឋមន្រ្តីក្រសួងទំនាក់ទំនង ជាមួយរដ្ឋសភាព្រឹទ្ធសភា និងអធិការកិច្ច ដែលបានត្រួសត្រាយផ្លូវ និងអភិវឌ្ឍក្រសួង ដោយបន្សល់ទុកនូវសមិទ្ធផលដ៏ប្រពៃថ្លៃថ្លាជាច្រើន។ ឯកឧត្តមរដ្ឋមន្រ្តីក៏បានប្ដេជ្ញាចិត្តបន្តដឹកនាំក្រសួងអធិការកិច្ច ក្នុងនាមជាស្ថាប័នដែលមានសមត្ថកិច្ចដឹកនាំ និងគ្រប់គ្រងវិស័យអធិការកិច្ចនៃព្រះរាជាណាចក្រកម្ពុជា ឱ្យទទួលបានសមិទ្ធផលជាច្រើនបន្ថែមទៀត សំដៅចូលរួមចំណែកជាមួយរាជរដ្ឋាភិបាលក្នុងដំណើរការនៃកំណែទម្រង់សំខាន់ៗ ដើម្បីបម្រើជូនជាតិមាតុភូមិ និងប្រជាជន។
ក្នុងឱកាសនោះ ឯកឧត្តមឧបនាយករដ្ឋមន្រ្តីប្រចាំការ បានវាយតម្លៃខ្ពស់ចំពោះការរៀបចំសន្និបាត និងការដាក់ចេញនូវយុទ្ធសាស្ត្រ «ព៤ជ៤» សម្រាប់អនុវត្តឆ្នាំ២០២៥-២០២៨ របស់ក្រសួងអធិការកិច្ច ក្រោមការដឹកនាំប្រកបដោយការគិតគូរគ្រប់ជ្រុងជ្រោយរបស់ ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច និងបានគូសបញ្ជាក់ថា អធិការកិច្ចគឺជាកិច្ចការសំខាន់មិនអាចខ្វះបានក្នុងការត្រួតពិនិត្យលើការអនុវត្តមុខងារ តួនាទីភារកិច្ចរបស់ក្រសួង ស្ថាប័ន និងអង្គភាពពាក់ព័ន្ធដើម្បីចូលរួមពង្រឹងប្រសិទ្ធភាពនៃការអនុវត្តច្បាប់និងលិខិតបទដ្ឋានគតិយុត្ត ស្របតាមប្រសាសន៍ដ៏ខ្ពង់ខ្ពស់របស់ សម្ដេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន ថា «ការដឹកនាំត្រូវមានការត្រួតពិនិត្យ បើគ្មានការត្រួតពិនិត្យ គឺគ្មានការដឹកនាំទេ!» និង «អធិការកិច្ច ជាភ្នែក ជាត្រចៀករបស់ថ្នាក់លើ និងជាមិត្តដ៏ជិតស្និទ្ធរបស់ថ្នាក់ក្រោម!»។
ជាកិច្ចបញ្ចប់ ឯកឧត្តមឧបនាយករដ្ឋមន្រ្តីប្រចាំការ ក៏បានផ្តល់នូវអនុសាសន៍សំខាន់ៗ៩ចំណុចដល់ក្រសួងអធិការកិច្ច៖ (១) ក្រសួងអធិការកិច្ច ត្រូវបន្តអនុវត្តអនុសាសន៍របស់សម្តេចធិបតី ក៏ដូចជារាយការណ៍ស្នើសុំអនុសាសន៍ដឹកនាំដ៏ខ្ពង់ខ្ពស់ពីសម្តេចធិបតី, (២) ត្រូវដឹកនាំសម្របសម្រួលរៀបចំលិខិតបទដ្ឋានគតិយុត្តក្នុងវិស័យអធិការកិច្ច, (៣) ត្រូវសហការ និង សម្របសម្រួលដោះស្រាយបញ្ហាប្រឈមនានាជាមួយអាជ្ញាធរសវនកម្មជាតិ, (៤) ត្រូវឱ្យអង្គភាពអធិការកិច្ចទាំងអស់ និងអង្គភាពសវនកម្មផ្ទៃក្នុងអនុវត្តមុខងារភារកិច្ចអធិការកិច្ច ឱ្យបានម៉ឺងម៉ាត់, (៥) ត្រូវបង្កើតយន្តការត្រួតពិនិត្យ និងវាយតម្លៃលើការអនុវត្តមុខងារអធិការកិច្ច និងលើរបាយការណ៍លទ្ធផលអធិការកិច្ចរបស់ ក្រសួង ស្ថាប័ន, (៦) ត្រូវពង្រឹងយន្តការទទួលពិនិត្យ និងដោះស្រាយបណ្ដឹង, (៧) ត្រូវសហការជាមួយមន្រ្តីអធិការកិច្ចតាមក្រសួង ស្ថាប័ន និងអង្គភាពរងអធិការកិច្ចឱ្យអនុវត្តតាម វិធានការដែលក្រសួងអធិការកិច្ចបានដាក់ចេញ, (៨) ត្រូវជំរុញនិងពង្រឹងប្រសិទ្ធភាពក្នុងការបណ្ដុះបណ្ដាលជំនាញនានាក្នុងវិស័យអធិការកិច្ច, (៩) ត្រូវជំរុញនិងពង្រឹងការងារឌីជីថល។

Phnom Penh, May 9, 2025 – H.E. Sok Soken, Minister of Inspection, attended the 2024 Annual Assembly to review the Ministry’s key achievements in 2024 and outline strategic work direction for 2025, under the high presidency of H.E. Vongsey Vissoth, Permanent Deputy Prime Minister, Minister in charge of the Office of the Council of Ministers, high representative of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. The event included participation of H.E. Ministers representing the ministries/institutions, H.E. Chairman and Vice-Chairman of the First Commission of the National Assembly, Excellencies and Lok Chumteavs and the Ministry’s officials, representatives of the Capital-Provincial Administrations and Ambassadors/Heads of Missions, representatives of the Diplomatic Corps and various international organizations, which brought over 700 participants at the Sokha Phnom Penh Hotel and Residence.
H.E. Minister delivered a comprehensive report summarizing the outcomes of the one-and-a-half-day conference, which yielded commendable results through discussions, presentations, and interventions from the Ministry’s leaders and several key speakers. H.E. Minister expressed his profound gratitude to the leaders of all past generations who have made significant contributions to the inspection sector. He paid special tribute to Samdech Kittisangahapundit Men Sam An, Supreme Advisor to His Majesty the King of the Kingdom of Cambodia, former Deputy Prime Minister and former Minister of National Assembly- Senate Relations and Inspection, for her pioneering leadership in building foundation and legacy of the Ministry. H.E. Minister also reaffirmed his commitment to continue leading the Ministry of Inspection, in its capacity as the competent body for leading and managing the inspection sector of the Kingdom of Cambodia, with the aim of contributing to the Royal Government’s key reform processes to serve the nation and the people.
On this occasion, H.E. Permanent Deputy Prime Minister highly valued the annual assembly and the launch of the “S4P4” strategy for the implementation of the 2025-2028 period by the Ministry of Inspection, under the comprehensive and thoughtful leadership of H.E. Sok Soken, Minister of Inspection. H.E. Permanent Deputy Prime Minister emphasized that inspection is an indispensable and crucial task for overseeing the performance of functions, roles, and duties of ministries, institutions, and relevant entities to contribute to strengthening the effectiveness of the implementation of laws and legal standards, in line with the supreme guidance of Samdech Akka Moha Sena Padei Techo Hun Sen: “Leadership requires supervision; without supervision, there is no leadership!” and “Inspection serves as the eyes and ears of those in leadership, while standing as a steadfast friend to the people at the grassroots.”
In conclusion, H.E. Permanent Deputy Prime Minister outlined 9 key recommendations to the Ministry of Inspection: (1) The Ministry of Inspection must continue to implement the recommendations of Samdech Thipadei, as well as report and request high-level guidance from him; (2) It must lead and coordinate the preparation of legal standards in the inspection sector; (3) It must cooperate and coordinate with the National Audit Authority to address ongoing challenges; (4) All inspection units and internal audit units must rigorously implement their inspection functions and duties; (5) It must establish a robust mechanism for monitoring and evaluating the performance of inspection functions and inspection results reports of ministries/institutions; (6) It must strengthen the mechanism for receiving, reviewing, and resolving complaints; (7) It must cooperate with inspection officials in ministries, institutions, and subordinate entities to implement the measures set forth by the Ministry of Inspection; (
It must promote and strengthen the effectiveness of skills training in the inspection sector; (9) It must promote and strengthen digital work.
