កណ្តាលគណបក្សប្រជាជនកម្ពុជា និងជាអនុប្រធានវេទិកាយុវជន នៃសន្និសីទអន្តរជាតិ នៃបណ្តាគណបក្សនយោបាយនៅអាស៊ី (ICAPP) បានបន្តអញ្ជើញដឹកនាំគណៈប្រតិភូគណបក្សប្រជាជនកម្ពុជា ចូលរួមក្នុង «កិច្ចពិភាក្សា ដែលជាវេទិកាពិសេស នៃកិច្ចប្រជុំគណៈកម្មាធិការអចិន្រ្តៃយ៍ ICAPP លើកទី៤៥» ក្រោមប្រធានបទ៖ «បរិវត្តន៍របស់អាស៊ីក្នុងយុគសម័យឌីជីថល៖ បញ្ហាប្រឈមនៃបញ្ញាសិប្បនិម្មិត (AI)» នៅសារមន្ទីរជាតិ Chinggis Khan ប្រទេសម៉ុងហ្គោលី។

កណ្តាលគណបក្សប្រជាជនកម្ពុជា និងជាអនុប្រធានវេទិកាយុវជន នៃសន្និសីទអន្តរជាតិ នៃបណ្តាគណបក្សនយោបាយនៅអាស៊ី (ICAPP) បានបន្តអញ្ជើញដឹកនាំគណៈប្រតិភូគណបក្សប្រជាជនកម្ពុជា ចូលរួមក្នុង «កិច្ចពិភាក្សា ដែលជាវេទិកាពិសេស នៃកិច្ចប្រជុំគណៈកម្មាធិការអចិន្រ្តៃយ៍ ICAPP លើកទី៤៥» ក្រោមប្រធានបទ៖ «បរិវត្តន៍របស់អាស៊ីក្នុងយុគសម័យឌីជីថល៖ បញ្ហាប្រឈមនៃបញ្ញាសិប្បនិម្មិត (AI)» នៅសារមន្ទីរជាតិ Chinggis Khan ប្រទេសម៉ុងហ្គោលី។

ថ្លែងក្នុងវេទិកាដ៏មានសារៈសំខាន់នោះ ឯកឧត្តមរដ្ឋមន្ត្រី បានលើកឡើងថា AI បានក្លាយជាកម្លាំងចលករយុទ្ធសាស្ត្រដ៏សំខាន់ក្នុងការកែប្រែ និងធ្វើឱ្យសើរឡើងនូវប្រព័ន្ធសេដ្ឋកិច្ច សង្វាក់ផលិតកម្ម អភិបាលកិច្ច និងសង្គម នៅទូទាំងពិភពលោក។ ទោះជាយ៉ាងណាក៏ដោយ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានសង្កត់ធ្ងន់ថា AI ក៏អាចនាំមកនូវបញ្ហាប្រឈមដូចជា គម្លាតសេដ្ឋកិច្ច ការរំខានដល់ទីផ្សារការងារ និងក្តីបារម្ភទៅលើសីលធម៌ ឯកជនភាព និងសន្តិសុខជាដើម ដែលទាមទារឱ្យមានក្របខ័ណ្ឌអភិបាលកិច្ចច្បាស់លាស់ដើម្បីការពារផលប្រយោជន៍ប្រជាជន។

បន្ថែមលើនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានបញ្ជាក់ថា ក្រោមការដឹកនាំដ៏ឈ្លាសវៃនិងជាក់ស្តែងនិយមរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ការធ្វើបរិវត្តកម្មឌីជីថលគឺជាសសរស្តម្ភគន្លឹះនៃរបៀបវារៈអភិវឌ្ឍន៍ជាតិរបស់កម្ពុជា ដែលត្រូវបានកំណត់យ៉ាងច្បាស់នៅក្នុងយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១ ហើយកម្ពុជាកំពុងប្រើប្រាស់ AI ដើម្បីបង្កើននវានុវត្តន៍ ផលិតភាព ភាពប្រកួតប្រជែង និងពង្រឹងសេវាសាធារណៈ ក្នុងគោលដៅឈានទៅសម្រេចឱ្យបាននូវចក្ខុវិស័យឆ្នាំ២០៥០ ក្នុងការប្រែក្លាយជាប្រទេសដែលមានចំណូលខ្ពស់។

ជាទីបញ្ចប់ ឯកឧត្តមរដ្ឋមន្រ្តី បានចែករំលែកនូវទស្សនទានគន្លឹះមួយចំនួន ដើម្បីធានាថា AI នឹងដើរតួនាទីសំខាន់សម្រាប់វិបុលភាពរួមនៅអាស៊ី រួមមាន៖ (១) ការវិនិយោគលើធនធានមនុស្ស និងចំណេះដឹងឌីជីថល (២) ការជំរុញការស្រាវជ្រាវ និងនវានុវត្តន៍ (៣) ការលើកកម្ពស់អភិបាលកិច្ច AI ប្រកបដោយការទទួលខុសត្រូវ និងសីលធម៌ខ្ពស់ (៤) ការពង្រឹងកិច្ចសហប្រតិបត្តិការក្នុងតំបន់ និង (៥) ការធានាឱ្យមានបរិយាបន្នលើការអភិវឌ្ឍន៍បច្ចេកវិទ្យា AI។

គួរជម្រាបផងដែរថា មុនពេលអញ្ជើញចូលរួមក្នុងកិច្ចពិភាក្សានេះ ឯកឧត្តមរដ្ឋមន្ត្រី រួមជាមួយគណៈប្រតិភូ ICAPP ក៏បានអញ្ជើញចូលទស្សនាសារមន្ទីរជាតិ Chinggis Khan ផងដែរ។

H.E. SOK Soken, Minister of Inspection, Member of the Central Committee of the Cambodian People’s Party (CPP), and Vice-Chairperson of the International Conference of Asian Political Parties (ICAPP) Youth Wing, continued to lead the delegation of the CPP to attend the “Special Session of the 45th Meeting of the ICAPP Standing Committee” on “Asian Transformation in the Digital Age: The Challenge of AI” at the Chinggis Khan National Museum, Mongolia.

Speaking at this important forum, H.E. Minister stated that AI has become a crucial strategic driving force in reshaping and improving economies, industries, governance systems, and societies around the world. However, H.E. Minister also emphasized that AI could bring challenges such as economic inequality, labor market disruption, and ethical, privacy, and security concerns, which require a clear governance framework to protect the interests of the people.

In addition, H.E. Minister highlighted that under the wise and pragmatic leadership of Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, digital transformation is a key pillar of Cambodia’s national development agenda, as clearly defined in the Pentagonal Strategy-Phase I, and Cambodia is harnessing AI to enhance innovation, productivity, competitiveness, and strengthen public services with the goal of achieving its Vision 2050 to become a high-income country.

Finally, H.E. Minister shared several key insights to ensure that AI plays a vital role for shared prosperity in Asia, including: (1) investing in human resources and digital literacy, (2) promoting research and innovation, (3) promoting responsible and highly ethical AI governance, (4) strengthening regional cooperation, and (5) ensuring inclusivity in AI technology development.

It is also worth noting that prior to attending this session, H.E. Minister, along with the ICAPP delegation, also visited the Chinggis Khan National Museum.
