ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច អនុប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានខេត្តស្វាយរៀង និងជាប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានស្រុករមាសហែក និងលោកជំទាវ ចម ក្រស្នា បានអញ្ជើញជាអធិបតីក្នុងពិធីបិទសិក្ខាសាលាស្តីពី «ការពង្រឹងអភិបាលកិច្ចគណៈកម្មការគ្រប់គ្រងសហគមន៍ព្រៃឈើត្រពាំងពិការ» ព្រមទាំងប្រកាសដាក់ឱ្យដំណើរការ «ភូមិមិត្តភាព» ដែលជាតំបន់កសិកម្មចម្រុះ និងសេវាកម្មទេសចរណ៍នៃសហគមន៍ព្រៃឈើត្រពាំងពិការ ដោយមានការចូលរួមពីថ្នាក់ដឹកនាំ និងក្រុមការងារចុះមូលដ្ឋានស្រុក ក្រុមប្រឹក្សាស្រុក រដ្ឋបាលស្រុក មន្ត្រីរាជការ យុវជន ស.ស.យ.ក កាយរឹទ្ធិ និងប្រជាសហគមន៍។

ថ្លែងនៅក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់អំពីសារៈសំខាន់នៃសិក្ខាសាលា ដែលជាការបោះជំហានថ្មីមួយទៀតក្នុងការភ្ជាប់ការអភិរក្សធនធានធម្មជាតិ ការពង្រឹងអភិបាលកិច្ច និងការអភិវឌ្ឍសេដ្ឋកិច្ចមូលដ្ឋានឱ្យដើរស្របគ្នា តាមរយៈការផ្លាស់ប្តូរពីការពិភាក្សាទៅជាសកម្មភាពអនុវត្តជាក់ស្តែង។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានប្រកាសដាក់ឱ្យដំណើរការជាផ្លូវការនូវតំបន់កសិកម្មចម្រុះ និងសេវាកម្មទេសចរណ៍នៃសហគមន៍ព្រៃឈើត្រពាំងពិការ ដែលត្រូវបានប្រសិទ្ធនាមថា «ភូមិមិត្តភាព» ដើម្បីជានិមិត្តរូបនៃសាមគ្គីភាព ការចូលរួម ការជឿទុកចិត្ត និងការរួមគ្នាកសាងសហគមន៍ប្រកបដោយចីរភាព។

បន្ថែមពីនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានរំលឹកអំពីប្រវត្តិសាស្ត្រនៃទីតាំងសហគមន៍ព្រៃឈើត្រពាំងពិការក្នុងឃុំអំពិលនេះ ទាំងផ្នែកសង្គម វប្បធម៌ និងធម្មជាតិ ដោយទីនេះជាស្រុកកំណើតរបស់ឥស្សរជននយោបាយជាន់ខ្ពស់ គឺសម្តេចអគ្គមហាធម្មពោធិសាល ជា ស៊ីម អតីតប្រធានគណបក្សប្រជាជនកម្ពុជា និងបានរំលេចឡើងវិញនូវទស្សនវិស័យ និងកេរដំណែលដឹកនាំរបស់ សម្តេចវិបុលបញ្ញា សុខ អាន ដែលតែងតែផ្តល់តម្លៃខ្ពស់លើការអភិរក្ស និងការលើកតម្កើងបេតិកភណ្ឌ វប្បធម៌ ដោយភ្ជាប់ជាចំបងជាមួយការអប់រំ ការអភិវឌ្ឍសេដ្ឋកិច្ច និងការចូលរួមរបស់ប្រជាសហគមន៍។

ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានសម្តែងនូវការអរគុណយ៉ាងជ្រាលជ្រៅជូនចំពោះ លោកជំទាវ ចម ក្រស្នា ប្រធាន Soma Initiative នៃក្រុមហ៊ុន សោម៉ាគ្រុប និងបុត្រសម្ព័ន្ធ ដែលបានផ្តួចផ្តើមគំនិត និងបន្តផ្តល់ការឧបត្ថម្ភគាំទ្រយ៉ាងសកម្មដល់ការអភិវឌ្ឍសហគមន៍ ព្រមទាំងបានសម្តែងនូវការកោតសរសើរ ចំពោះគណៈកម្មការគ្រប់គ្រងសហគមន៍ អាជ្ញាធរដែនដី ក្រុមការងារចុះមូលដ្ឋាន អង្គការដៃគូ យុវជន និងប្រជាពលរដ្ឋទាំងអស់ ដែលបានលះបង់កម្លាំងកាយចិត្តចូលរួមរៀបចំសិក្ខាសាលា និងរួមចំណែកកសាងសមិទ្ធផលនានាក្នុងសហគមន៍រហូតទទួលបានលទ្ធផលយ៉ាងត្រចះត្រចង់។

ជាកិច្ចបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ត្រី បានផ្តល់អនុសាសន៍ណែនាំសំខាន់ៗមួយចំនួន ដល់គណៈកម្មការសហគមន៍ក្នុងការ ពង្រឹងកិច្ចសហការជាមួយភាគីពាក់ព័ន្ធ កំណត់អាទិភាពនៃផែនការសកម្មភាព រក្សាសាមគ្គីភាព និងពង្រឹងអភិបាលកិច្ចផ្ទៃក្នុង និងអនុវត្តការងារដោយគោរពច្បាប់ និងបទប្បញ្ញត្តិជាធរមាន ព្រមទាំងរួមគ្នាថែរក្សា និងគ្រប់គ្រងទ្រព្យសម្បត្តិរបស់សហគមន៍ឱ្យបានគង់វង្សប្រកបដោយចីរភាពសម្រាប់កូនចៅជំនាន់ក្រោយ។

H.E. SOK Soken, Minister of Inspection, Deputy Chairman of the Royal Government’s Working Group in Svay Rieng Province and Chairman of the Royal Government’s Working Group in Romeas Haek District, and Lok Chumteav CHAM Krasna, presided over the closing ceremony of the Workshop on “Strengthening Governance of the Trapeang Pikar Community Forestry Management Committee” and officially inaugurated the “Friendship Village (Phum Mittapheap),” an integrated agricultural and tourism service zone within the Trapeang Pikar Community Forestry, attended by leaders and members of the district working group, district council, district administration, civil servants, UYFC youth, scouts, and community members.

Speaking on that occasion, H.E. Minister highlighted the significance of the workshop as another milestone in linking natural resource conservation, governance strengthening, and local economic development by transitioning from discussion to concrete action, while officially declaring the launch of the integrated agricultural and tourism service zone named “Phum Mittapheap” to symbolize solidarity, participation, trust, and collective effort in building a sustainable community.

Furthermore, H.E. Minister recalled the historical, socio-cultural, and natural background of the Trapeang Pikar Community Forestry site in Ampil Commune—notably as the birthplace of senior political figure Samdech Akka Moha Thamma Pothisal CHEA Sim, former President of the Cambodian People’s Party—and reiterated the vision and leadership legacy of Samdech Vibol Panha SOK An, who consistently placed high value on the preservation and promotion of cultural heritage linked directly with education, economic development, and community participation.

H.E. Minister also expressed deep gratitude to Lok Chumteav CHAM Krasna, President of the Soma Initiative of Soma Group and its subsidiaries, for initiating and actively supporting community development, while commending the community management committee, local authorities, working group, partner organizations, youth, and citizens for their dedication in organizing the workshop and contributing to the successful achievements within the community.

In conclusion, H.E. Minister offered key recommendations to the community committee to strengthen collaboration with stakeholders, prioritize action plans, maintain solidarity, reinforce internal governance, adhere strictly to laws and regulations, and jointly protect and manage community assets sustainably for future generations.
