ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច អនុប្រធានកាយរឹទ្ធិជាតិកម្ពុជា អនុប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានខេត្តស្វាយរៀង និងជាប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានស្រុករមាសហែក ព្រមទាំងលោកជំទាវ បានអញ្ជើញជាអធិបតីក្នុងពិធីសច្ចាប្រណិធាន និងបំពាក់កន្សែងជូននវកាយរឹទ្ធិថ្មីនៃកាយរឹទ្ធិជាតិកម្ពុជាស្រុករមាសហែក ដោយមានការចូលរួមពីថ្នាក់ដឹកនាំ នៃក្រសួងអធិការកិច្ចនិងកាយរឹទ្ធិខេត្ត ថ្នាក់ដឹកនាំ និងសមាជិក សមាជិកា ក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានស្រុករមាសហែក ព្រមទាំងភ្ញៀវកិត្តិយស មន្រ្តីរាជការ លោកគ្រូ អ្នកគ្រូ និងសិស្សានុសិស្សផងដែរ។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តមអនុប្រធានកាយរឹទ្ធិជាតិកម្ពុជា បានរំលឹកដោយក្តីគោរពដឹងគុណចំពោះការលះបង់ដ៏ធំធេងរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន និង សម្ដេចវិបុលបញ្ញា សុខ អាន ដែលកាលនោះសម្តេចតេជោជាប្រធានកិត្តិយស និងសម្ដេចវិបុលបញ្ញាជាប្រធានកាយរឹទ្ធិជាតិកម្ពុជា ដែលបានខិតខំកសាង ជំរុញចលនាកាយរឹទ្ធិឱ្យមានសកម្មភាពឡើងវិញនៅកម្ពុជា និងមានភាពរីកចម្រើនជាបន្តបន្ទាប់ រហូតដល់ឆ្នាំ២០១០ កាយរឹទ្ធិជាតិកម្ពុជាត្រូវបានទទួលស្គាល់ជាសមាជិកពេញសិទ្ធិនៃអង្គការពិភពលោកនៃចលនាកាយរឹទ្ធិ ក្រោមការគាំទ្រយ៉ាងសកម្មពី សម្តេចតេជោ និង សម្តេចកិត្តិព្រឹទ្ធបណ្ឌិត ដែលជាព្រឹទ្ធាចារ្យគរុគណ រួមជាមួយការចូលរួមយ៉ាងសកម្មពីសំណាក់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត និង លោកជំទាវបណ្ឌិត ពេជ ច័ន្ទមុន្នី ក្នុងនាមជាគរុគណ។

ទន្ទឹមនឹងនេះ ឯកឧត្តមអនុប្រធានកាយរឹទ្ធិជាតិកម្ពុជា បានលើកឡើងពីសារៈសំខាន់នៃកិច្ចសហការយ៉ាងជិតស្និទ្ធរវាងក្រុមការងារចុះមូលដ្ឋានស្រុករមាសហែក ជាមួយក្រសួងអប់រំ យុវជន និងកីឡា ក្រោមការដឹកនាំរបស់ ឯកឧត្តមបណ្ឌិតសភាចារ្យ ហង់ជួន ណារ៉ុន ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្រ្តីក្រសួងអប់រំ យុវជន និងកីឡា និងជាប្រធានកាយរឹទ្ធិជាតិកម្ពុជា ក្នុងការជំរុញការងារកាយរឹទ្ធិនៅតាមគ្រឹះស្ថានសិក្សាឱ្យកាន់តែមានប្រសិទ្ធភាព។ ឆ្លៀតក្នុងឱកាសនោះ ឯកឧត្តមអនុប្រធានកាយរឹទ្ធិជាតិកម្ពុជា បានរំលេចពីសភាពការណ៍ពិភពលោក និងបញ្ហាប្រឈមនៃជម្លោះភូមិសាស្ត្រនយោបាយ និងបញ្ហាព្រំដែន ដោយបញ្ជាក់ពីជំហររឹងមាំរបស់រាជរដ្ឋាភិបាលក្នុងការការពារបូរណភាពទឹកដី និងការដោះស្រាយបញ្ហាដោយសន្តិវិធី ដើម្បីធានាសុខសន្តិភាព និងស្ថិរភាពយូរអង្វែងសម្រាប់យុវជនជំនាន់ក្រោយ។

ជាចុងក្រោយ ឯកឧត្តមអនុប្រធានកាយរឹទ្ធិជាតិកម្ពុជា បានផ្ដល់អនុសាសន៍ផ្តាំផ្ញើដល់នវកាយរឹទ្ធិទាំងអស់ឱ្យប្រកាន់ខ្ជាប់នូវពាក្យសច្ចាប្រណិធាន និងច្បាប់កាយរឹទ្ធិ និងបានណែនាំឱ្យរដ្ឋបាលស្រុក និងគ្រឹះស្ថានសិក្សា បង្កើនការជ្រើសរើសសមាជិកកាយរឹទ្ធិឱ្យកាន់តែច្រើន ដើម្បីបណ្តុះបណ្តាលឱ្យក្លាយជាបុគ្គលគំរូក្នុងសង្គម តាមរយៈការសហការជាមួយគ្រប់ភាគីពាក់ព័ន្ធក្នុងការរៀបចំកម្មវិធីអប់រំ និងជំនាញដឹកនាំឱ្យស្របតាមស្តង់ដាតំបន់ និងពិភពលោក ព្រមទាំងបានបញ្ជាក់ពីការជំរុញបង្កើតមូលនិធិយុវជនស្រុកដើម្បីគាំទ្រសកម្មភាពសង្គម ព្រមទាំងការរៀបចំរចនាសម្ព័ន្ធតាមសាលារៀនឱ្យបានច្បាស់លាស់ ក្នុងការវាយតម្លៃ និងផ្តល់បណ្ណសញ្ញាវឌ្ឍនកម្ម ដើម្បីលើកទឹកចិត្តដល់សមាជិកកាយរឹទ្ធិគ្រប់រូបឱ្យខិតខំអភិវឌ្ឍសមត្ថភាពបន្ថែមទៀត។

H.E. SOK Soken, Minister of Inspection, Vice President of the Cambodia Scouts, Deputy Chairman of the Royal Government Working Group in Svay Rieng Province, Chairman of the Royal Government Working Group in Romeas Haek District, together with Lok Chumteav, presided over the Oath-Taking and Scarf-Presentation Ceremony for new members of the Cambodia Scouts in Romeas Haek District, with the participation of leaders of the Ministry of Inspection and the Provincial Scout leadership, leaders and members of the Royal Government Working Group in Romeas Haek District, as well as distinguished guests, civil servants, teachers, and students.

To begin with, H.E. Vice President of the Cambodia Scouts respectfully recalled with deep gratitude the great sacrifices of Samdech Akka Moha Sena Padei Techo HUN Sen and Samdech Vibol Panha SOK An, who at that time served as Honorary President and President of the Cambodia Scouts, respectively. They devoted great efforts to rebuilding and revitalizing the Scout movement in Cambodia, enabling it to grow steadily. In 2010, the Cambodia Scouts was officially recognized as a full member of the World Organization of the Scout Movement, with strong support from Samdech Techo and Samdech Kittiprittbandit, as senior patrons, together with the active contributions of Samdech Moha Borvor Thipadei HUN Manet and Lok Chumteav Dr. PICH Chanmony as patrons.

At the same time, H.E. Vice President of the Cambodia Scouts highlighted the importance of close cooperation between the Royal Government Working Group in Romeas Haek District and the Ministry of Education, Youth and Sport under the leadership of H.E. Dr. HANGCHUON Naron, Deputy Prime Minister, Minister of Education, Youth and Sport, President of the Cambodia Scouts, in promoting and strengthening Scout activities in educational institutions. On that occasion, H.E. Vice President of the Cambodia Scouts also touched upon the global situation and the challenges posed by geopolitical conflicts and border issues, reaffirming the firm stance of the Royal Government in safeguarding territorial integrity and resolving issues through peaceful means to ensure lasting peace and stability for the younger generation.

In conclusion, H.E. Vice President of the Cambodia Scouts advised all new Scouts to uphold the Scout Oath and Scout Law and encouraged district administrations and educational institutions to expand the recruitment of Scout members in order to nurture them into exemplary individuals in society through the cooperation with all relevant stakeholders in organizing educational and leadership training programs aligned with regional and international standards, as well as emphasized the promotion of establishing a district youth fund to support social activities, as well as the development of clear organizational structures within schools for evaluation and the advancement in Scouting, in order to encourage all Scout members to further develop their capabilities.
