ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច និងជាអនុប្រធានអាជ្ញាធរជាតិដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ (អ.ដ.ក.) បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកសិក្ខាសាលាថ្នាក់ជាតិរបស់ អ.ដ.ក. លើប្រធានបទស្ដីពី «ការធ្វើឱ្យប្រសើរឡើងនូវយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការនៅកម្ពុជា»

ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច និងជាអនុប្រធានអាជ្ញាធរជាតិដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ (អ.ដ.ក.) បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកសិក្ខាសាលាថ្នាក់ជាតិរបស់ អ.ដ.ក. លើប្រធានបទស្ដីពី «ការធ្វើឱ្យប្រសើរឡើងនូវយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការនៅកម្ពុជា» ដែលរៀបចំឡើងដោយ អ.ដ.ក. ក្រោមកិច្ចសហការជាមួយអង្គការ UNDP ប្រចាំនៅកម្ពុជា ដោយមានការចូលរួមពីថ្នាក់ដឹកនាំ និងសមាជិក សមាជិកា នៃ អ.ដ.ក. ថ្នាក់ដឹកនាំតំណាងក្រសួង-ស្ថាប័ន ប្រធានស្ដីទីនៃអង្គការ UNDP ប្រចាំនៅកម្ពុជា អភិបាល/អភិបាលរងនៃគណៈអភិបាលរាជធានី-ខេត្ត ព្រមទាំងភ្ញៀវកិត្តិយសជាតិ និងអន្តរជាតិ នៅសណ្ឋាគារសុខាភ្នំពេញ។

ថ្លែងក្នុងពិធីដ៏មានសារៈសំខាន់នេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថា សិក្ខាសាលានេះមានគោលបំណងពង្រឹង និងលើកកម្ពស់ប្រសិទ្ធភាពនៃយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ដើម្បីបង្កើនគុណភាព និងភាពឆាប់រហ័សនៃការផ្ដល់សេវាយុត្តិធម៌ជូនប្រជាពលរដ្ឋ។

ជាមួយគ្នានេះដែរ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានរំលឹកអំពីសាវតានិងការវិវត្តនានាពាក់ព័ន្ធនឹងការកែទម្រង់ច្បាប់ និងប្រព័ន្ធយុត្តិធម៌នៅកម្ពុជា និងបានគូសបញ្ជាក់ពីសមិទ្ធផលសំខាន់ៗជាច្រើនដែលកម្ពុជាសម្រេចបានក្នុងរយៈពេល ២៨ ឆ្នាំចុងក្រោយ ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន ប្រធានព្រឹទ្ធសភា នៃព្រះរាជាណាចក្រកម្ពុជា ដោយមានការចូលរួមចំណែកយ៉ាងសកម្មពី សម្តេចវិបុលបញ្ញា សុខ អាន អតីតឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីទទួលបន្ទុកទីស្ដីការគណៈរដ្ឋមន្រ្តី ក្នុងការជំរុញកំណែទម្រង់ច្បាប់ និងប្រព័ន្ធយុត្តិធម៌ និងកំណែទម្រង់រដ្ឋបាលសាធារណៈ និងការបន្តដឹកនាំប្រកបដោយចក្ខុវិស័យវែងឆ្ងាយរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ដែលបានដាក់ចេញនូវយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១ ផ្តោតលើការធ្វើទំនើបកម្មស្ថាប័នរដ្ឋ និងការពង្រឹងនីតិរដ្ឋ ដែលក្នុងនោះមុំទី៤ នៃយុទ្ធសាស្ត្រនេះផ្តោតលើការលើកកម្ពស់ និងពង្រឹងប្រសិទ្ធភាពនៃច្បាប់ និងប្រព័ន្ធយុត្តិធម៌។ បន្ថែមពីនេះ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានបញ្ជាក់បន្ថែមអំពីយន្តការទទួលនិងដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការក្នុងក្របខណ្ឌរាជរដ្ឋាភិបាល និងក្រៅរដ្ឋាភិបាល ដែលក្នុងនោះមានក្រសួងអធិការកិច្ច និងអ.ដ.ក. ផងដែរ។

ជាកិច្ចបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ត្រី បានផ្ដល់អនុសាសន៍សំខាន់ៗមួយចំនួនជូនដល់អង្គសិក្ខាសាលាក្នុងការចូលរួមពង្រឹងប្រសិទ្ធភាពនៃយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ដើម្បីបង្កើននូវទំនុកចិត្តពីប្រជាពលរដ្ឋ ក៏ដូចជាការចូលរួមដោះស្រាយបញ្ហាជូនប្រជាពលរដ្ឋឱ្យកាន់តែប្រសើរឡើងបន្ថែមទៀត។

H.E. SOK Soken, Minister of Inspection, Vice-President of the National Authority For Alternative Dispute Resolution (NADR), presided over the opening ceremony of the NADR National Workshop on “Enhancing Alternative Dispute Resolution Mechanisms in Cambodia,” organized by NADR in collaboration with UNDP Cambodia, with the participation of leaders and members of NADR, representative leaders of ministries and institutions, Acting President of UNDP Cambodia, Governors and Vice-Governors of Municipal and Provincial Administrations, as well as national and international distinguished guests at Sokha Phnom Penh Hotel.

Speaking at this important ceremony, H.E. Minister highlighted that this workshop aims to strengthen and promote the effectiveness of alternative dispute resolution mechanisms to enhance the quality and timeliness of justice service delivery for the citizens.

At the same time, H.E. Minister recalled the background and various developments regarding legal and justice system reforms in Cambodia and underscored numerous key achievements Cambodia has attained over the last 28 years under the wise leadership of Samdech Akka Moha Sena Padei Techo HUN Sen, President of the Senate of the Kingdom of Cambodia, with the active contribution of Samdech Vibol Panha SOK An, former Deputy Prime Minister, Minister in charge of the Office of the Council of Ministers, in promoting legal and justice system reforms and public administrative reforms, as well as the continued long-term visionary leadership of Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, who introduced the Pentagonal Strategy–Phase I, focusing on the modernization of state institutions and the strengthening of the rule of law, in which the fourth angle of this strategy focuses on the promotion and strengthening of the effectiveness of the law and the justice system; furthermore, H.E. Minister further elaborated on the mechanisms for receiving and resolving disputes outside the court system within both governmental and non-governmental frameworks, including the Ministry of Inspection and NADR.

In conclusion, H.E. Minister provided several key recommendations to the workshop participants to participate in strengthening the effectiveness of alternative dispute resolution mechanisms to increase public trust as well as to further improve the resolution of issues for the citizens.
