ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច បានអញ្ជើញចូលរួមជាអធិបតីជាមួយ ឯកឧត្តម Vanlalvawna Bawitlung ឯកអគ្គរដ្ឋទូតវិសាមញ្ញ និងពេញសមត្ថភាព នៃសាធារណរដ្ឋឥណ្ឌាប្រចាំព្រះរាជាណាចក្រកម្ពុជា ក្នុងពិធីអបអរសាទរ «ទិវាកិច្ចសហប្រតិបត្តិការបច្ចេកទេស និងសេដ្ឋកិច្ចឥណ្ឌា (ITEC Day)» ដោយមានការអញ្ជើញចូលរួមពីឯកឧត្ដម ស្រ៊ី ថាមរុង្គ ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស លោកជំទាវ អ៊ាត សោភា រដ្ឋលេខាធិការប្រចាំការក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ព្រមទាំងថ្នាក់ដឹកនាំ អតីតសិក្ខាកាម ITEC និងភ្ញៀវកិត្តិយសជាច្រើនរូប នៅសណ្ឋាគារសាំងហ្គ្រីឡាភ្នំពេញ។ ក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ត្រី បានថ្លែងអំណរគុណដល់ស្ថានទូតសាធារណរដ្ឋឥណ្ឌា ដែលបានរៀបចំពិធីដ៏មានអត្ថន័យនេះឡើង ដើម្បីបន្តពង្រឹងចំណងមិត្តភាពដ៏យូរលង់ និងជិតស្និទ្ធ ទំនាក់ទំនងរវាងប្រជាជន និងប្រជាជន ព្រមទាំងកិច្ចសហប្រតិបត្តិការរវាងប្រទេសទាំងពីរ។

ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានលើកឡើងថា ក្រោមការដឹកនាំប្រកបដោយចក្ខុវែងឆ្ងាយ និងប្រាកដនិយមរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា រាជរដ្ឋាភិបាល បាននិងកំពុងអនុវត្ត «យុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១» និងដើម្បីចូលរួមអនុវត្តតាមចក្ខុវិស័យនេះ ក្រសួងអធិការកិច្ចបានដាក់ចេញ និងអនុវត្តនូវយុទ្ធសាស្ត្រ «ព៤ជ៤» ជាមួយនឹងការបណ្តុះបណ្តាលមន្ត្រីតាមរយៈ វិទ្យាស្ថានជាតិអធិការកិច្ច។ ក្នុងបរិបទនេះ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានរំលឹកពីប្រសាសន៍ដ៏មានអត្តន័យរបស់ សម្តេចវិបុលបញ្ញា សុខ អាន ដែលសម្ដេចធ្លាប់ជាឯកអគ្គរាជទូត នៃព្រះរាជាណាចក្រកម្ពុជាប្រចាំសាធារណរដ្ឋឥណ្ឌា ដែលបានលើកឡើងថា «ការអភិវឌ្ឍធនធានមនុស្ស គឺជាការវិនិយោគរយៈពេលវែង ដែលទាមទារពេលយ៉ាងតិច ៣០ឆ្នាំ ដើម្បីបង្កើតសសរទ្រូងរបស់ជាតិ» ដោយប្រសាសន៍នេះនៅតែមានតម្លៃយ៉ាងជ្រាលជ្រៅនាពេលបច្ចុប្បន្ន។

បន្ថែមពីនេះ ឯកឧត្តមរដ្ឋមន្រ្តី បានវាយតម្លៃខ្ពស់ចំពោះភាគីឥណ្ឌា ដែលតែងតែបានចូលរួមយ៉ាងសកម្មក្នុងការអភិរក្សបេតិកភណ្ឌវប្បធម៌របស់កម្ពុជា និងបានសម្តែងនូវការសោកស្តាយដែលកិច្ចខិតខំប្រឹងប្រែងទាំងនេះត្រូវរងការរំខានយ៉ាងធ្ងន់ធ្ងរដោយសារការឈ្លានពានខុសច្បាប់នាពេលកន្លងមកពីសំណាក់ប្រទេសថៃ ដែលបានបង្កការខូចខាតដល់ប្រាសាទព្រះវិហារ និងសង្ឃឹមថាភាគីឥណ្ឌានឹងបន្តដើរតួនាទីយ៉ាងសកម្មក្នុងការការពារ និងថែរក្សាសម្បត្តិបេតិកភណ្ឌពិភពលោកនេះ។

ជាកិច្ចបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថា កម្មវិធី ITEC មិនត្រឹមតែបានចូលរួមចំណែកក្នុងការកសាងសមត្ថភាពមន្ត្រីរាជការរបស់កម្ពុជាលើច្រើនវិស័យ និងបង្កើតចំណងមិត្តភាពយ៉ាងរឹងមាំរវាងប្រជាជននៃប្រទេសទាំងពីរនោះទេ ប៉ុន្តែថែមទាំងជាវេទិកាដ៏មានតម្លៃក្នុងការបណ្តុះបណ្តាលជំនាញថ្មីៗជាច្រើន ដើម្បីឆ្លើយតបនឹងតម្រូវការអភិវឌ្ឍន៍របស់កម្ពុជានាពេលអនាគត ព្រមទាំងបានសម្តែងនូវការជឿជាក់យ៉ាងមុតមាំថា កិច្ចសហប្រតិបត្តិការតាមរយៈកម្មវិធី ITEC និងក្របខណ្ឌពហុភាគីនានា ដូចជា អាស៊ាន និងកិច្ចសហប្រតិបត្តិការមេគង្គ-គង្គា នឹងបន្តពង្រឹងស្ថាប័ន និងអភិវឌ្ឍធនធានមនុស្សឱ្យកាន់តែរឹងមាំ ដើម្បីជាគ្រឹះក្នុងការអភិវឌ្ឍប្រទេសកម្ពុជា ព្រមទាំងធ្វើឱ្យចំណងមិត្តភាព និងកិច្ចសហប្រតិបត្តិការរវាងកម្ពុជា និងឥណ្ឌា កាន់តែរីកចម្រើនឥតឈប់ឈរ។

H.E. SOK Soken, Minister of Inspection, presided over the Indian Technical and Economic Cooperation (ITEC) Day Celebration alongside H.E. Vanlalvawna Bawitlung, Ambassador Extraordinary and Plenipotentiary of the Republic of India to the Kingdom of Cambodia, with the participation of H.E. SRY Thamarong, Senior Minister in Charge of Special Missions; Lok Chumteav EAT Sophea, Permanent Secretary of State of the Ministry of Foreign Affairs and International Cooperation; as well as leaders, ITEC alumni, and distinguished guests at Shangri-La Phnom Penh. On this occasion, H.E. Minister expressed his gratitude to the Embassy of the Republic of India for organizing this meaningful ceremony to further strengthen the long-standing and close bond of friendship, people to people connection, and cooperation between the two countries.

Furthermore, H.E. Minister stated that under the wise and pragmatic leadership of Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, the Royal Government has been actively implementing Phase 1 of the Pentagonal Strategy. Aligning with this vision, the Ministry of Inspection has launched and implemented the “S4P4 Strategy,” alongside training officials through the National Institute of Inspection. Within this context, H.E. Minister recalled the meaningful words of Samdech Vibol Panha SOK An, former Ambassador of the Kingdom of Cambodia to the Republic of India, who stated that “The development of human resources is a long-term investment that requires at least 30 years to create a national pillar”—a statement that holds profound relevance to this day.

In addition, H.E. Minister highly commended the Indian side for the active and continuous participation in preserving Cambodia’s cultural heritage, expressed regret that these joint efforts were severely disrupted by past unlawful military aggression from Thailand, which caused damage to Preah Vihear Temple, and hoped that India will continue to play an active role in advocating and safeguarding this World Heritage site.

In conclusion, H.E. Minister emphasized that the ITEC program not only contributes to capacity building for Cambodian civil servants across various sectors and fosters a strong friendship between the peoples of both countries, but also serves as a valuable platform to cultivate new technical skills responding to Cambodia’s future development needs and expressed firm belief that cooperation through the ITEC program and various multilateral frameworks—including ASEAN and the Mekong-Ganga Cooperation—will continue to strengthen institutions and enhance human resources as a foundation for Cambodia’s development, while continually fostering the flourishing friendship and cooperation between Cambodia and India.
