ឯកឧត្តម សុខ សូកេន រដ្ឋមន្ត្រីក្រសួងអធិការកិច្ច បានអញ្ជើញជាអធិបតីក្នុងពិធីប្រកាសចូលកាន់មុខតំណែងប្រធានមន្ទីរអធិការកិច្ចខេត្តក្រចេះ ដោយមានការចូលរួមពី ឯកឧត្តម ហឿ ស៊ីយ៉ែម ប្រធានក្រុមប្រឹក្សាខេត្តក្រចេះ, ឯកឧត្តម វ៉ា ថន អភិបាលនៃគណៈអភិបាលខេត្តក្រចេះ, ថ្នាក់ដឹកនាំ និងមន្រ្តីនៃក្រសួងអធិការកិច្ច និងមន្ទីរអធិការកិច្ច, ថ្នាក់ដឹកនាំមន្ទីរ-អង្គភាពជុំវិញខេត្ត ព្រមទាំងកងកម្លាំងប្រដាប់អាវុធ និងមន្ត្រីរាជការពាក់ព័ន្ធជាច្រើនរូប។ ក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្តែងនូវការអបអរសាទរជូនចំពោះ លោក អ៊ន មុនទ្រី ដែលទើបត្រូវបានប្រកាសចូលកាន់មុខតំណែង និងបានគូសបញ្ជាក់ថា មុខតំណែងថ្មីនេះជាការឆ្លុះបញ្ចាំងពីសមត្ថភាព និងស្នាដៃ ព្រមទាំងកាតព្វកិច្ច និងការទទួលខុសត្រូវកាន់តែធំធេងចំពោះស្ថាប័ន និងប្រជាពលរដ្ឋ។ ជាមួយគ្នានេះ ឯកឧត្តមរដ្ឋមន្រ្តី បានថ្លែងអំណរគុណដល់រដ្ឋបាលខេត្តក្រចេះ និងគណៈបញ្ជាការឯកភាពរដ្ឋបាលខេត្ត សម្រាប់ការផ្តល់កិច្ចសហការយ៉ាងជិតស្និទ្ធជាមួយមន្ទីរអធិការកិច្ច នាពេលកន្លងមក។

ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានរំលេចអំពីមគ្គុទ្ទេសក៍ដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន ប្រធានព្រឹទ្ធសភា នៃព្រះរាជាណាចក្រកម្ពុជា ដែលបានកសាងគ្រឹះសុខសន្តិភាព ស្ថិរភាពយ៉ាងរឹងមាំ និងការអភិវឌ្ឍលើគ្រប់វិស័យ ព្រមទាំងការបន្តដឹកនាំប្រកបដោយចក្ខុវិស័យវែងឆ្ងាយ និងប្រាកដនិយមរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា ក្នុងការអនុវត្តយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១ ដែលផ្ដោតលើ «ការកែទម្រង់ និងការពង្រឹងអភិបាលកិច្ច» និងគោលនយោបាយគាំទ្រសំខាន់ៗនានា។ ក្នុងក្របខណ្ឌនេះ ក្រសួងអធិការកិច្ច ជាស្ថាប័នគន្លឹះមួយក្នុងការចូលរួមជាមួយរាជរដ្ឋាភិបាល លើការងារកែទម្រង់ និងអភិបាលកិច្ច ដោយក្នុងនោះក្រសួងបានដាក់ឱ្យអនុវត្តនូវយុទ្ធសាស្ត្រ «ព៤ជ៤» ដើម្បីចូលរួមអនុវត្តគោលនយោបាយ របស់រាជរដ្ឋាភិបាលនិងដោះស្រាយបញ្ហាប្រឈមនៃវិស័យអធិការកិច្ច សំដៅចូលរួមពង្រឹងអភិបាលកិច្ចនិងភាពស្អាតស្អំក្នុងរដ្ឋបាលសាធារណៈ។

បន្ថែមពីនេះ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានរំលឹកអំពីការចុះសួរសុខទុក្ខកងទ័ពជួរមុខកន្លងមករបស់ឯកឧត្តមរដ្ឋមន្ត្រី និងថ្នាក់ដឹកនាំក្រសួង នៅខេត្តព្រះវិហារ ព្រមទាំងបានថ្កោលទោសការវាយប្រហារនាពេលកន្លងមក ដែលទាហានថៃបានបាញ់ប្រហាររាប់សែនគ្រាប់មកលើតំបន់ប្រាសាទបុរាណរបស់កម្ពុជា ជាពិសេសប្រាសាទព្រះវិហារ។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ពីការការពារ និងថែរក្សាសម្បត្តិបេតិកភណ្ឌពិភពលោក ដែលអង្គការ UNESCO បានប្រកាសសម្តែងនូវការព្រួយបារម្ភ ព្រមទាំងបានបញ្ជាក់ពីការប្តេជ្ញាចិត្តរបស់រាជរដ្ឋាភិបាលកម្ពុជាក្នុងការដោះស្រាយជម្លោះព្រំដែនដោយសន្តិវិធី និងផ្អែកលើច្បាប់អន្តរជាតិ ក្នុងនោះតាមរយៈការផ្សះផ្សាដោយបង្ខំក្រោមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីនីតិសមុទ្រ (UNCLOS) ដែលកិច្ចប្រជុំលើកដំបូងនៃគណៈកម្មការផ្សះផ្សាក្រោមអនុសញ្ញានេះ រវាងកម្ពុជា និងថៃ នឹងប្រព្រឹត្តទៅពីថ្ងៃទី១៤ ដល់ថ្ងៃទី១៦ ខែកញ្ញា ឆ្នាំ២០២៦ នៅប្រទេសសិង្ហបុរី។

ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានថ្លែងអំណរគុណ និងវាយតម្លៃខ្ពស់ចំពោះការដឹកនាំនាពេលកន្លងមករបស់ លោក ញ៉ឹប វិចិត្រ អតីតប្រធានមន្ទីរដែលត្រូវចូលនិវត្តន៍ និងបានផ្តល់អនុសាសន៍ណែនាំជាត្រីវិស័យដល់ប្រធានមន្ទីរថ្មី និងមន្ត្រីរាជការនៃមន្ទីរអធិការកិច្ចខេត្តក្រចេះទាំងអស់ រួមមាន៖ (១) បន្តថែរក្សាសមិទ្ធផលចាស់ និងខិតខំកសាងសមិទ្ធផលថ្មី (២) ពង្រឹងសាមគ្គីភាព និងឯកភាពផ្ទៃក្នុង (៣) ពង្រឹងរបៀបរបបធ្វើការងារ លើកកម្ពស់សមត្ថភាព និងប្រកាន់ខ្ជាប់នូវក្រមសីលធម៌វិជ្ជាជីវៈ និង (៤) បង្កើនកិច្ចសហការល្អជាមួយអាជ្ញាធរដែនដីគ្រប់ជាន់ថ្នាក់ ដើម្បីបម្រើផលប្រយោជន៍ជូនជាតិ និងប្រជាជនឱ្យកាន់តែមានប្រសិទ្ធភាពខ្ពស់។

H.E. SOK Soken Presides over the Ceremony for the Announcement of the Appointment of the Head of the Kratie Provincial Department of Inspection, Issuing Strategic Directives to Enhance Sub-National Inspection Efficiency

H.E. SOK Soken, Minister of Inspection, presided over the Ceremony for the Announcement of the Appointment of the Head of the Kratie Provincial Department of Inspection, with the participation of H.E. HEUR Siyem, Chairman of the Kratie Provincial Council; H.E. VA Than, Governor of Kratie Province; leaders and officials of the Ministry of Inspection and the Provincial Department; heads of provincial departments and units; as well as representatives of the armed forces and civil servants. On this occasion, H.E. Minister expressed his congratulations to Mr. ORN Mundry on his appointment, emphasizing that this new position reflects his proven capability and achievements, accompanied by greater duties and responsibilities toward both the institution and the public. Concurrently, H.E. Minister expressed his gratitude to the Kratie Provincial Administration and the Provincial Unified Command for their close cooperation with the Department of Inspection.

Furthermore, H.E. Minister highlighted the wise leadership guide of Samdech Akka Moha Sena Padei Techo HUN Sen, President of the Senate of the Kingdom of Cambodia, who established a solid foundation of peace, stability, and all-round development and underscored the far-sighted and pragmatic leadership of Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, in implementing Phase 1 of the Pentagonal Strategy, which focuses on “Reform and Governance Strengthening” along with key supporting policies. Within this framework, the Ministry of Inspection serves as a core institution supporting the Royal Government in reform and governance efforts, having rolled out the “S4P4” Strategy to align with national policy, address sectoral challenges, and enhance good governance and integrity across public administration.

In addition, H.E. Minister recalled his previous visit alongside ministry leaders to comfort frontline troops in Preah Vihear Province and condemned past military attacks in which Thai troops fired hundreds of thousands of artillery shells into Cambodia’s ancient temple sites, particularly Preah Vihear Temple. H.E. Minister emphasized the imperative to protect World Heritage sites—a concern also expressed by UNESCO—and reaffirmed the Royal Government of Cambodia’s commitment to resolving border disputes peacefully through international law. In this regard, H.E. Minister cited the compulsory conciliation mechanism under the United Nations Convention on the Law of the Sea (UNCLOS), noting that the initial meeting of the Conciliation Commission between Cambodia and Thailand is scheduled for September 14–16, 2026, in Singapore.

In conclusion, H.E. Minister extended his deep appreciation for the past leadership of Mr. NHEP Vichet, the outgoing Department Head upon his retirement, and outlined key strategic directives to serve as a compass for the new Head and all civil servants of the Kratie Provincial Department of Inspection, including: (1) preserving existing accomplishments while striving to forge new successes, (2) strengthening internal unity and cohesion, (3) improving working mechanisms, elevating capacity, and strictly adhering to professional codes of conduct, and (4) expanding close collaboration with territorial authorities at all levels to serve the interests of the nation and the people with maximum efficiency.
